    Dylan is using the ship in the song as an analogy for the coming of the (Jewish) Messiah. The music has a joyous feel to it, which fits in nicely with this ambiance of hope for a future under the kingship of and servitude to G-d.

    In a similar vein this song shares the feelings of Blowing in the Wind and The times they are a changin'. This song is another way of saying that the "powers that be" will have to face the fact that they have been abusing their power and authority for so long and soon things will turn around. All those suffering under their feet welcome the time when things really do change. The powers that be have to face up to the new situation yet still try to hold on to their position. However they will be cast down just like Pharoah and Goliath of old.
