I think it helps to consider the meaning of this song along with Suffragette City. Both songs are addressed to a man (Henry in Suffragette City) who is Bowie's boyfriend. He pleads with John/Henry not to be jealous when he wants to dance or have sex with a woman. She is called Annie in John, I'm only dancing who unromantically "always eats her meat" and "turns me on". In Suffragette City she is a nameless "mellow thighed chick who puts my spine out of place". Bowie is saying he loves John but very much wants to dance with sexy Annie who, after all, he is only dancing with.
