It's about a party girl marrying and settling down with a regular Joe. After having kids, she realizes that she wasn't done partying and goes out with friends looking to hook up for some extra "fun". She gets caught up in that lifestyle again and always AWOL! Happens a lot but it's too bad. They don't think things through before making commitments.
My impression of this song has always tinkered along the theme of- the Absent ("Runaway") Preoccupied Mother..... reminisscent of something you'd hear about on Dr. Phil, or the Kellie Pickler spiel from American Idol.
BUT I LOVE THE SUGGESTION OF A BROADER SOCIETAL UNDERPINNING. Genious. And duh - it's by Don Henley, so from a "Henleyan" perspective :) - this interpretation makes beautiful sense.

This song is about America... the state of the Union. In the context of the album "Long Road Out of Eden" it fits, and to me is more poignant than making it only about a couple's break-up. Your mileage may vary!
