This song is about attraction, and the way people fall for each other so easily. ("Handle bars that I let go for anyone," = falling for anyone.) There's a lot of powerful, bright imagery, like lightning and glowing and stars and colors, to show how strong and irresistible attraction is.
She also makes it clear that it's not real love. Everybody feels it, everybody's starry eyed (attracted to others) and everybody glows (attracts others.) She'll let go of those handlebars for anyone. And she's always saying "we" and "everyone" and "anyone" to show that she's not talking about anyone specific or at a personal level. It's all about physical appearances and touching.
During the bridge, in the background she's singing, "We come and we go but we're not in love," but it's overshadowed by the repeated, "Next thing, we're touching. Next thing, we're touching." It's like she's touching him and trying to remind herself that it's not love, it's not real, but she can't help but give in to such powerful attraction and lust.
