The above interpretation may explain the graphic novel but is not the point of the song: To be specific, the song is about a scared old couple hiding and huddled in their bomb shelter because believing that the end of the world is nigh due to nuclear war, they commit suicide together.
When the morning comes, they are found dead but it was only a passing violent storm or an earthquake so their deaths were for nothing. -
the song is an inter-textual reference to the comic book When the Wind Blows by Raymond Briggs. It describes the life of two older people who have lived in WWII and are now facing the dangers of a nuclear war; the turn of the cold war. the husband tries to save both of them by installing, often very ridiculously appearing - though realistically quoted - measures, which were given out by the government. At the end both of them have to die facing a sickness caused by radiation. The song is presenting the story to criticise the historic longing for war as well as the use of violence in general and reminds the listener of the helplessness he has to face at the brink of a war.
