    I think the song is about a beak up. He is waiting hoping she'll change her mind and come back. Second verse maybe he's getting a little bitter saying "this is only the worst hour of my day" as is a instinct i have to heart break or being angry or annoyed with someone. And wondering how much of the times he thought were good that she'd been thinking about leaving. Even its only short live he thinks that their time isn't over.

    I’ve always heard this as a man who has arranged to meet his lover to begin their lives together (or run away together) and she hasn’t shown.

    He’s not sure she didn’t just make a wrong turn, so he’s hopefully awaiting her arrival, unwilling to give up and be the one to leave.
    He wants to make sure she’s really not showing before he decides to leave.

    But he hasn’t imagined that she would do this. How long has she felt this way? Did she think about this before?
    He hadn’t seen it coming and so wants to give her the benefit of the doubt and hold out for the possibility that she’s coming and not be the one to leave “just to me sure it wasn’t me it was you.”

    Such a tender song and I still feel like tearing every time I think of it.
