This song is about a love relationship that is literally "tempestuous"---it's like a tempest or a storm. In their stormy interaction the thunder is anger and the rain is tears. She likes to provoke the narrator to anger so she can experience the dark, beastly violent side of his male personality. The fact that she caused him to lose control of his temper might make her feel powerful and aroused simultaneously. The anger and tears might be experienced as a kind of painful but necessary "baring of the soul" leading to emotional catharsis.
