This song is rather disjointed, lyrically. It's actually three different songs in one, because of the way it was written.
One snowy day in December, James Taylor was at his Massachusetts home, working on a country-flavored song about a cowboy. As he was working, he got a long distance phone call from his family in North Carolina. Taylor's new baby nephew (also named James) Had just been born, and the proud new parents wanted Uncle James to come join them in North Carolina.
Taylor hopped into his car, and began a long drive in the snow to get to North Carolina. Along the way, he kept working on the new song by singing it out loud to himself and making up lyrics.
He drove from Stockbridge to Boston, to get to the Insterstate Highway, and he started adding a description of his drive to the lyrics.
And when he started working on the chorus, he made it a lullaby for the new baby.
So, the song mixes lyrics about a cowboy with a description of a drive through the snow from Massachusetts to North Carolina, and a lullaby to a new baby.
