I think it is about a person/soldier looking back at what he's done and regretting all the bad things

I think it's about the decisions the people behind the Manhattan Project were forced to make on whether they should launch Fat Man and Little Boy. It's what the album is about, but this and The Radiance piece it together to make A Thousand Suns what it is.

I think that Fallout's meaning is the regrets of launching a nuclear bomb before The Catalyst in the album. The people who are being bombed are "swimming in the smoke of bridges I have burned", and they are "losing what I don't deserve" when the bomb drops. Fallout and The Catalyst really piece the meaning of the album together.
