This song reminds me of the character Seto Kaiba from the anime Yu-Gi-Oh, as he may seem cold to the world, but deep down, he's really vulnerable only to his little brother, Mokuba. I imagine Mandy Moore coming along and seeing Kaiba cry his heart out whenever I hear this beautiful song.

I think this song is about a guy who she really liked and she always saw him crying

If you listen to the song, during the second verse you hear the words:
"You were always the cold one, but you were never that sure."
Apparently this person was a very cold person on the outside, but when she saw him cry she realized that he had a vulnerable side and wanted to get to know that side of him.
