    Story wise, the song is simply about a man (wonder who) who gains power, and with it, greed.

    The character singing is either the man who became president himself, or from someone else (maybe resisting against the government) sarcastically talking about the powerful man.

    The character talks sarcastically in the beginning of how 'he' dropped a bomb, one of the many terrible things done in the Year Zero Timeline.

    "Don't try to tell me that some power can corrupt a person
    You haven't had enough to know what it's like"

    It sets up most of the awful things the government in the universe of Year Zero (this album) do.

    Another interpretation (The one that inspired Trent to write the song) is that this song is aimed at how much Trent dislikes George Bush.

    If the "Capital G" wasn't clear enough, Trent has disliked both how he ran the country and that, well, Bush himself used Nine Inch Nails music at loud volumes as torture.

    God of the universe is spelled with a capital G, the god of this world is spelt with a lower G. Could it have Masonic ties? The freeMason's use a capital G to refer to God in there emblem. Any thoughts?
