this song is about losing someone you really love and wish in every way for them to return, or even becoming distant from someone who’s very dear. The one part of the song, “ I have been planning out all that I’d say to you since you slipped away“, she was regrets the singer has before they died or left. The singer wishes that they could’ve had more time with the person in hopes the memories of that person will always be there.

It's about loss and maybe for pearl jam its the concert in Denmark when 9 people were trampled on and lost their lives while pearl jam was playing. -
It seems to me that it is about someone who lost someone else who died. Possibly a husband and wife or a parent and a child.
