A boy sat on the ledge.
An old man who had fainted was revived.
And everyone agreed it would be a miracle indeed

The song is actually being told from the point of view of the jumper. The comment are what he imagines is being said in his head, "Oh my grace i have no hiding place" is the refrain that goes through his head as he jumps.

I hate this song b'cuz a pompous jerk friend of mine forced me to listen to it and then insulted me when I didn't get the same meaning out of it that he did.

The song is about the diverging morals of the young in the 1960's, the handwringing of the parents, who think their kids are in danger ("Save the life of my child!" / Cried the desperate mother"), the assumption from others the rebelliousness is drug-induced, the authorities think the youths are anarchistic ("The force can't do a decent job
/ 'Cause the kids got no respect / For the law today (and blah blah blah)"), but when the spotlight (media) shines on the rebellious kids, they "fly away", not wanting to be symbols or commercial ("Oh, my Grace, I got no hiding place") - they just want to find themselves.
