By 1970, Simon and Garfunkel weren't getting along, and Art Garfunkel was starting to pursue other interests, like acting.
Art was in Mexico for months, filming "Catch 22," while Paul Simon (who was ready to get to work on a new album) was left waiting in New York.
Simon probably wrote this song while he waited in frustration for Garfunkel to return. The song expresses Simon's desperate desire for Garfunkel to come back so they could sing together again.
Garfunkel himself has always said that this song sounds like it's saying, "Where ARE you, Artie?"
