I think this song is about 2 brothers in the time period of 1900s. After the cold war officially began, the 2 brothers were separated. One is in West Germany and one is in East Germany. They were separated and couldn't see each other for a long time. In the lyrics it says "wanna feel your love right now...", "never tried to touch somebody...". These shows that the 2 brothers misses each other.
In time one of the brother dies. Because of the sadness, the other brother cries out saying "it won't be the same..."

This song is about the Cold War
In 1961 there was the Bay of Pigs invasion which failed. In 1989, the Iron wall started to crumble down. It is also known as the curtain, and they mention the curtain bending and breaking in the end of the song.
So I have come to the conclusion that The Fray is singing about the Cold War from 1945-1990 -
