Might be a little on the nose, but I've always thought the most important lyrics are in the bridge:
"And if you feel there's no passion,

This was the final Jam single, and Weller started up his record label, Respond in the dying days of The Jam (indeed, one of his first signings, Tracie, sang backing vocals). This was basically a call for new acts, fresh blood in the music scene.
No wonder Foxton and Buckler were pissed off.
