This was a song written by Bobby Womack and recorded by his group The Valentinos on SAR records, which was owned by Sam Cooke.
He was mad about the Stones recording it at first, he said, because he thought it cut into his own group's record sales, but he later thanked them for the exposure and royalties he received from others besides the Stones recording it over and over and over again...
Bobby said the song was about one of his uncles, who was with a much younger woman and kept on getting furious with the way she was running around on him. He kept on coming over to Bobby and his family's house telling them how upset he was, repeating the title phrase... BUT, someone would always get the two back together and they would have a private chat and an hour later, the "off" relationship was back on again, and his uncle was happy as could be. He thought it was funny and the Valentino's recording kind of reflects that. I believe the country and western style delivery itself was kind of a joke to Bobby... like he thought his uncle was really being silly and to him it was background music for rubes...
Note that whenever Jagger sings country, he has the same kind of approach to it... very goofy sounding.
Certainly Keith doesn't act like that. He seems to take country songs very seriously... but they leave each other room for their own interpretations and they've worked.
I think Mick learned a lot from recording this song and studying Bobby.
