    I think that this song is directed at the band members. There are four 'shortcomings' in the song: Eyes, Hands, Brain and Heart. Since there are four original band members, we can make an assumption that they are talking about themselves.

    I am going out a limb here but here are the members matched up.

    Pete - Heart, after failed relationships
    Rodger - Eyes, he had to interpret or 'see' what Pete was trying to say
    Keith - Brain, dealing with his addictions
    John - Hands?
