I think it's meaning is that he loves this person so much, he'd do absolutely anything for her.
As for the "that's not the way we do it here" maybe hes referring to the way society shows their love for another. We cheat, we lie, we fight, yet we say "i love you."
I guess he's realizing that he would never do that to anyone, so to prove his love, he'd lay on the tracks,

I don't know though, this song is a bit tricky with that line. :d
