Tim is singing about how much he hates his current city/suburb life, which consists of sitting in traffic for hours, eating fast food, and living in a crowded neighborhood. He begins wishing that he lives "where the green grass grows" in the country whthout any of those issues. I think that this song alludes to the prase "the grass is always greener on the other side" in which you think your ideal situation is always better than your current one, even if it isn't in reality.
