It is a song from Bjork's nearly all human vocal album, Medulla. It's lyrics were written by her frequent collaborator and friend Sjon, an Icelandic poet. It describes the theory of evolution from the point of view of the ocean (where we supposedly came from) as she watched her inhabitants leave to walk on land.
