I think it's about a relationship that Matt (or his narrative voice is watching from a distance.
The phrases at the start of each verse, "Who's ever known, how much to moan and groan and quiver inside?" and "sigh, static moans," both connote ideas and emotions of a sexual nature.
However, each verse differs slightly. In the first, it says, "He NEEDS to give you everything you need" where in the 2nd, he sings, "Still she GIVES you everything you need" - it almost seems like a song about a failing relationship, where "he" is slowly veering away, but still taking advantage of "her" who desperately wants him to stay, hence the "gives" as opposed to "need", saying she already has where he hasn't provided. The simple question "is it enough?" at the end of each verse asks the question, "is it enough to save the relationship?" Matt creates sympathy, PERHAPS connoting some kind of relationship between her and the girl "a storm growing strong, and it's blowing my way" gives a sense of involvement, maybe with the girl - maybe someone he's lusting for? - either way, we cannot be sure if the narrative voice has a part in this story at all.
