Thom Yorke (lead singer) has said that the "lollipops and crisps" line refers to a news story in which a young child was left alone in their house, while their parents took a holiday, with nothing to eat but lollipops and crisps.
The lyrics seem to indicate that the singer is waiting for his True Love. The line "don't leave" perhaps refers to a past love who left him, and now he is waiting for that gap to be filled. Until then, he's "just killing time"...
