The song is about someone who makes insincere apologies while defending (i.e. being an apologist for) their own behavior. The title is a play on the double-meaning of apologize/apologist.
The refrain ("I'm Sorry, So Sorry") is the almost the same as in So. Central Rain, but the tone is completely insincere and hollow, as opposed to the deep emotional agony of the earlier song.
