I believe The Clash wrote the song about the way people, (especially young people), in late 1970's Britain were forced into dead-end jobs due to the economic slump that brought mass unemployment at that time, forcing people to accept whatever employment they could get. May also be about the way the establishment did little to intervene, as when people were employed in these dead-end jobs, it allowed them to quote lower unemployment figures, despite the fact the "career oppourtunities" provided, were not really oppourtunities at all, simply a means of keeping people "off the dock."
