The song, which was covered by the jam, is about a pressumably quiet person who knows a character, not in person, but by name, called david watts.
This fits with the theme of ray davies writing of creating characters that embody something english (the modern english that he was having difficulty accepting).
However, the admiration is so deep for david watts that is implies almost hidden homosexuality in the narrator, he can't forget this person and he is not singing out of envy, but rather praises him ("he is of pure and noble breed").
