Ziggy is singing about his father, Bob Marley, who died suddenly when He was only 12 years old.
The lyrics, "...looking at the ocean, now I understand" is his way of saying, "now that I'm older, I can understand and appreciate the beauty and peace of the ocean that you always saw and I was too young to comprehend".
One of the final lyrics that cements the interpretation, "I'm on a rocky cliff, oh I wish you were hear with me on the beach in Hawaii", is a metaphor for Ziggy walking a slippery slope and needing the guidance and advice of his loving father, Bob.
It's beautifully written Ziggy, and well said. I lost my dad unexpectedly too when I was about your age, and I often wish for the same things that you express in this song. Remember, he is always with you - as my dad is always with me on a beach in Cape Cod.
