i think that Tears Don't Fall is about how a guy got tired of dealing with the girl so he left her, and then in the end after she got her "revenge" he felt the guilt and wished he would've stayed with her.

the meaning of this i would say is that when his other half is crying her tears are so powerful to him they feel like they are not jsut running down her face but are like huge rain drops crashing into the ground -
